The South Korean government began distributing cash vouchers to citizens on July 21 as part of a nationwide effort to boost domestic consumption and support families during a period of slow economic growth.
The initiative was funded through a 31.8 trillion won supplementary budget and aimed to encourage spending in local communities. Each citizen received at least 150,000 won, under the program known as the People’s Livelihood Recovery Consumption Coupon.
Households with lower incomes received higher payments. People receiving national basic living benefits were given 400,000 won. Near-poverty households and single-parent families were eligible for 300,000 won. Citizens living outside the capital area were granted an additional 30,000 won. Those in designated rural or fishing regions received an extra 50,000 won.
The vouchers will be issued between July 21 and Sept. 12. All vouchers are set to expire by Nov. 30. Citizens can receive the funds through credit or debit cards, prepaid cards, or gift certificates issued by local governments. The Ministry of the Interior and Safety managed the rollout with the aid of regional authorities.
Some foreign residents also qualified. Eligibility included holders of permanent residency and marriage visas, recognized refugees, and individuals registered in the same household as a Korean national and enrolled in the national health insurance program. Local governments, including the Seoul Metropolitan Government, provided multilingual assistance through service centers to support the application process.
Applications during the first week followed a schedule based on the last digit of each applicant’s birth year to reduce traffic on online systems. This restriction ended on July 26, after which anyone could apply regardless of their birth year.
The voucher program was part of President Lee Jae-myung’s broader economic strategy focused on household support and regional recovery. The second supplementary budget also included spending on infrastructure, local business support, and relief for industries facing challenges.
Government officials said the cash vouchers helped increase consumer activity. Small businesses and vendors in rural areas reported higher foot traffic and more sales. Analysts expect the government to continue monitoring the program’s economic impact and consider additional stimulus measures if needed later in the year.
